Regular Board Meeting

April 1, 2019

 

The Bennington Township regular board meeting was called to order by Supervisor Lee Ash on april 1, 2019, 7:00pm, at the Township Hall.

Present: Jim Forsythe, Matt Dutcher, Lee Ash, Donna Ash.
Not Present: Nancy Zdunic

Forsythe moved to approve the agenda as printed. Second by Dutcher. Motion carried.
Forsythe moved to approve the minutes for the March 11, 2019 regular board meeting as printed. Second by Dutcher. All board members present in favor. Motion carried.
L. Ash moved to approve the Treasurer’s report as presented. Second by Forsythe. All board members present in favor. Motion carried.
Forsythe moved to approve the payment of bills as presented in the amount of $32,747.93. Second by Dutcher. All board members present in favor. Motion carried.

Public Comment:
Co. Comm. Garber – Gave an update.
Co. Clerk Wilson – Gave an update.
Sergeant Rob Herrick – Sherriff’s Department update.

Board Reports:
Library – C. Garber – Update.
Plan. Comm. – D. Ash – Reviewed one variance, one land division, and appointments.

Roads – L. Ash – Forsythe moved to approve the 2019 Township Road Projects in the approximate amounts $204,460 with a $25,000 Contribution from the County Road Commission for an approximate cost of $179,460. Second by Dutcher. All board members present in favor. Motion carried.

Projects Include:              

Chip Seal Brewer Rd. from Friegel Rd. to Ruess Rd: $30,500
Chip Seal Friegel Rd from Garrison Rd to Grand River Rd: $76,000
Chip Seal Waugh Rd from Garrison Rd South to new pavement: ~$20,000
Crack Seal Friegel Rd from Garrison Rd to Hibbard Rd: ~$9,880
Crack Seal Delaney Rd from Brewer Rd to Grand River Rd: ~$4,000
Gravel Tyrrell Rd from M-52 to Beardslee Rd: $47,700
Mineral Well Brine – Two applications: $16,380

Old Business:
Charter Franchise Agreement – Forsythe moved to approve the Charter Franchise Agreement for a term of ten years with a 3% annual video service provider fee and 0% annual video service provider fee for PEG Access. Second by Dutcher. All board members present in favor. Motion carried. (Complete wording of the contract is available at the Township Hall.)

New Business:
2019 Township Cleanup Day – Two bid received. Forsythe moved to approve the bid pricing from Premier to provide a 27 YD High Compaction Garbage Truck at a cost of$800 per truck for the Township Cleanup day on May 4, 2019. Second by L. Ash. All board members present in favor. Motion carried.

2019 Audit – Forsythe moved to approve the agreement from VMD & Associates to provide the 2018 – 2019 Audit for the Township at a cost of $4,725. Second by L. Ash. All board members present in favor. Motion carried. (Complete wording of the contract is available at the Township Hall.)

Consumers Energy – Dutcher moved to adopt a resolution to enter into a contract with Consumers Energy for furnishing lighting service of 11 street lights within the Township.  Second by Forsythe. All board members in favor. Motion carried. (Complete wording of the contract is available at the Township Hall.)

Budget Changes –
Forsythe moved to approve budget changes to the 2018 -2019 budget by moving $800 within the Governing Body from Insurance & Bonds to Pension Fund. Second by Dutcher. All board members present in favor. Motion carried.
Forsythe moved to approve budget changes to the 2019 – 2020 budget by adding a budget amount of $7,000 to Ambulance, MMR – Owosso.  Seconded by L. Ash. All board members present in favor. Motion carried.

Forsythe moved to adjourn. Second by L. Ash. Motion carried.
