October 3, 2016
The Bennington Township regular board meeting was called to order by Supervisor Lee Ash on October 3, 2016, 7:00pm at the Township Hall.
Present: Jim Forsythe, Cindy Garber, Lee Ash, Donna Ash.
Not Present: Nancy Zdunic
Forsythe moved to approve the agenda as printed. Seconded by L. Ash. Motion carried.
Garber moved to approve the minutes for the September 14, 2016 regular board meeting as printed. Seconded by Forsythe. All board members present in favor. Motion carried.
L. Ash moved to approve the minutes for the September 14, 2016n Ambulance Assessment Hearing for SSESA and the Ambulance Assessment Hearing for Owosso Township as printed. Seconded by Garber. All board members present in favor. Motion carried.
L. Ash moved to approve the Treasurer’s report as presented. Seconded by Forsythe. All board members present in favor. Motion carried.
Forsythe moved to approve paying of the bills as presented in the amount of $38,711.83. Seconded by L. Ash. All board members present in favor. Motion carried.
Public Comment:
Travis Smith – Requested that trees be trimmed on Tyrrell Road.
John Hurd – Questioned what the Township receives for being the administrator of The Charter Franchise Agreement.
Board Reports:
Library – Garber – Received the budget for review.
Plan Comm- D. Ash – Recommended approval of one variance, one land division, and reviewed a county requested Township ordinance for land divisions. Forsythe moved to concur with the Planning Commission and recommend approval of the Variance Application request #PZBA16-014 for Rory Keay at 4929 Chippewa Ct., Owosso, MI 48867, Tax ID# 010-42-010-000 to allow an accessory structure that encroaches into the minimum 50’ waterfront setback. Seconded by Garber. Motion carried. L. Ash moved to concur with Planning Commission and approve one land division application #PLD16-0030 for K&J Land & Cattle LLC, 6125 Hibbard Rd., Laingsburg, MI 48867, ID#010-06-200-003. Seconded by Forsythe. Motion carried.
Roads- L. Ash- All projects are complete except for the tree trimming on Morrice Rd.
Web Page- Forsythe – Update. Web site was down. Changed to a in service and now is running.
Unfinished Business:
Water Well for Fire Use- Township received information from two well drilling companies and both indicated that there would be a problem in Bennington Township drilling a well that could produce the amount of water needed to fill a tanker truck.
2015 – 2016 Audit – There remain questions regarding the some audit numbers and the management letter from the Township.
Front Doors- Two bids received for new metal doors and installation for the front of the hall. Chamberlain at $2,100.00 and Bennett at $1,848.15. Forsythe moved to accept the bid from the L.A. Bennett Construction Inc. to replace the two front metal doors with new metal doors at the front of the hall at a cost of $1,848.15. Seconded by L. Ash. All board members present in favor. Motion carried.
New Business:
Shia Co 911- Shiawassee County has approved a 911 Service Plan Amendment which allows for the Township to serve as their own PSAP. The Township was not interested in serving as PSAP.
L. Ash moved to adjourn. Seconded by Forsythe.
